Physical Needs Assessment

We have experienced inspectors who can perform Physical Needs Assessments and Comprehensive Needs Assessments in accordance with requirements from HUD, LIHTC, USDA and other organizations and are familiar with MAP, Freddie Mac and other nationally recognized formats.

Our Inspectors have performed many capital needs assessments, from small programs to large-scale projects. Our capital needs assessments provide a comprehensive report based on your property's needs and the area your building(s) are located in.

Our Inspectors use the most up to date pricing guides on the market; we base our prices on generally accepted prices and practices in the housing market. Our Inspectors also do not lump-together items on our reports. We price each item in the assessment, specifying the size, specs, model number (if applicable), and make recommendations were applicable about upgrading systems instead of simply replacing like with like.

Our Inspectors use the following approach to our Physical Needs Assessments:

Physical Needs Assessments (also known as Comprehensive Needs Assessment and/or Physical Needs Assessment) include the following items:

Critical Repair Items. All health and safety deficiencies or violations of Section 8 Housing Quality Standards (HQS) and HUD REAC Universal Physical Condition Standards (UPCS), including any/all Federal Lead Based Paint requirements, and FHA’s regulatory agreement standards that require immediate remediation.

 

Twelve-Month Physical Needs. Our Inspectors provides a detailed estimate of the repairs, replacements, and significant deferred and other maintenance items that will need to be addressed within twelve months. Includes the minimum market amenities needed to restore the property to a basic standard adequate for the rental market for which the development was originally approved. If the standards have changed over time, either due to increased property standards in the area or upgrade in standard housing expectations, the rehabilitation may include improvements to meet current standards.

 

Long-Term Physical Needs. Our Inspectors will include an estimate of the repair and replacement items beyond the first year that are required to maintain the development’s physical integrity and ability to maintain safe and livable housing over a twenty-year term. These items will include structural systems, all building systems (such as heating and electrical systems), appliances, living area accoutrements (i.e. carpet, flooring, paint, drywall, lighting and electrical fixtures); all items will be listed in specific terms, listing the item’s matrix, requirements, measurements, and composition.

 

Analysis of Reserves for Replacement. An estimates of the initial and monthly deposit to the Reserves for Replacement account needed to fund the development’s long-term physical needs, accounting for inflation, the existing Reserves for Replacement balance, and the Expected Useful Life (EUL) of major building systems. This analysis includes the cost of twelve-month physical needs, but not any work items that would be treated as an operating expense.

 

Analysis of Operating Practices. Our Inspectors will analyze and evaluate your company’s organizational structure and make recommendations for ways in which the maintenance staff can be reorganized. Additionally, our Inspectors observe and analyze the methods used by maintenance staff for basic maintenance repairs procurement practices and scheduling of repairs.
